Soil Pollution Assessment, Investigation, and Audit Project on the Lands of Enterprises Officially Announced by the Central Government

The objective of this project was to assist the Environmental Protection Administration (EPA) to promote activities related to Articles 8 and 9 of the Soil and Groundwater Pollution Remediation Act (hereinafter referred to as SGPRA). The following tasks were implemented in the project: 1. To analyze the current regulations, draw up the drafts of enterprises categories, Pollution Assessment Investigation and Inspection Process Management Regulations, Standards of Review Fees, Exceptions of Investigation, and make multimedia teaching materials of internet declaration. 2. To audit site inspection for 90 sites, and audit soil sampling for 90 sites. To offer advice to assessors for increasing representativeness of site inspection and sampling, and draw up the drafts of Pollution Assessment Investigation Personnel Management Regulations. 3. To assist EPA in auditing the performance of each county and to evaluate the contents and digitized files for 125 reporting cases separately. To join 6 audits of professional engineers, propose modifications of professional engineer certification checklists, and design the assessment indicators for comparison of counties. To provide professional and technical consultation for 275 cases. To edit a Regulatory Practice Manual and print 500 copies. 4. To upgrade the current on-line reporting platform, including adding the “Information Management System of Soil Pollution Inspection on the Land Publicly Designated Industrial Land” and “Soil Pollution Assessment Investigation Personnel Management System” forms and functions. To provide system operation consultation for 302 cases. 5. To hold 4 coordination meetings for local environmental protection units that total 175 people have participated, 4 regulations explanation meetings and 2 trainings that total 546 people have participated, and 2 computer practice trainings that total 178 people have participated. 6. To assist registration and re-registration of 64 assessors and to approve 32 training courses with a total of 104 hours. To hold 5 expert consultation meetings.
